Night Vision devices are an approved product under the DHS 2006 Security Grant Guidelines.
The FY 2006 Homeland Security Grant Program (HSGP) integrates the State Homeland Security Program (SHSP), the Urban Areas Security Initiative (UASI), the Law Enforcement Terrorism Prevention Program (LETPP), the Metropolitan Medical Response System (MMRS), and the Citizen Corps Program (CCP). This combined FY 2006 HSGP Program Guidance and Application Kit builds upon the FY 2005 HSGP to streamline efforts for States and Urban Areas in obtaining resources that are critical to building and sustaining capabilities to achieve the Interim National Preparedness Goal (the Goal) and implement State and Urban Area Homeland Security Strategies.

The U.S. Department of Homeland Security, Office for Domestic Preparedness (ODP), has announced the availability of $566 Million in funding for U.S. first responders. Referred to as the State Homeland Security Grant Program (SHSGP), this funding initiative includes $397 Million specifically earmarked for equipment - 80% of which must be provided to local jurisdictions.

Office of National Drug Control Policy (ONDCP)
The Counterdrug Technology Assessment Center (CTAC) receives funding from the ONDCP for new equipment. The amount of funding and new equipment purchased is based on the requests it receives from local law enforcement agencies.
Requirements: If approved, the agency receives the equipment at no charge. ONDCP is projecting to give several hundred night vision kits to requesting agencies. Night Vision is not the only technology agencies can receive through this program.
Night vision equipment has been included in the FY 2006 U.S. Authorized Equipment List, under AEL Item Number: 3.2.2.5, Title Optics, Thermal Imaging and/or Light Amplification.
